The Rules 
At the beginning of the season, each participant selects a team of offensive players and a defensive team from the NFL, each week selecting a starting "team". He scores points based on the scores and statistics of the starting players in actual NFL games. The overall winner is determined by most overall points. Head-To-Head competition involves playing a different team each week on a rotating schedule with the winner being determined by win loss record.
The commissioners responsibilities include, but are not limited to:
Preside over all rules committee meetings and drafts
Determine time and place for all meetings, and informing all participants of meetings.
Keep track of changes in starting lineups.
Determine points for each starting player and total points for each team.
Keep records for head to head competition.
Publish and distribute a weekly report of league activity. Including the new NDFL Web Site.
Keep track of and confirm that trades result in balanced rosters prior to insertion in the lineup.
Collect all monies owed to the league.
Enforce the rules, and have the power to answer any
questions not covered in these rules.
Any disputes which cannot be resolved to everyone's satisfaction may be appealed to the Commissioner's Rules Committee of three selected team captains who remain active in the league. All decisions of the Commissioner's Rules Committee are binding and final. We ask that each year of the teams who have Co-Ownership, select a team captain. The captain will be responsible for turning in lineups and any communications between team and commissioners.
An NDFL Franchise will cost $150.00. All trades made will cost $2.00. All Drop/Adds, will go to the highest bidder. A deposit of $30 will be due Saturday August 29th. The balance of $120.00 will be due by the end of the 3rd week. Failure to meet these deadlines will result in immediate expulsion from the league!
Starting lineups must be submitted to the commissioners by Saturday @ 12 noon during normal NFL weekends. This was a problem area last year. There will be no exceptions this year. If your lineup is not turned in by noon on Saturday, your previous weeks lineup WILL be used. Note, there are a few Thursday, Friday and Saturday games. On these weeks, starting lineups must be submitted no later than 10 PM the day before the first game of that week. If anyone is late, your prior weeks lineup will automatically be used. To turn in your lineups, a phone call can be made to either Commissioner. Chuck Rose 972-771-5674 or Jim Green 972-613-1141. There will be someone at each of theses numbers to accept your lineup. If not, a recording (with time, date stamp) will be available to leave your message. If anyone is late, your previous weeks lineup will be used. Please take into considerations the bye weeks also, as commissioners cannot suggest lineups.
The Draft will be conducted Saturday, August 29th. The Draft will begin with determining the order in which teams will pick. This is accomplished by opening an new pack of playing cards and pulling out the ace through 10 of spades (ace being the first pick and 10 being the last). Theses cards will be shuffled and each teams captain will draw one card. Divisions will be assigned as follows: Ace, 3, 5, 7, 9 will make up the NFC (National Fantasy Conference) and 2, 4, 6, 8, 10 make up the AFC (American Fantasy Conference). The draft then commences in the following order:
1,2,3,4,5,6,7,8,9,10,10,9,8,7,6,5,4,3,2,1. This will consist of a round
Time for your first round pick will be 3 minutes per selection and 1 minute all remaining selections. Like the NFL, if you miss your turn in the draft because you run out of time, you will make your pick following the next team to select.
Free agents may be added to your roster though a bidding process. You may bid on any unsigned player by calling the commissioner on Thursdays between the hours of 7 PM and 10 PM. If the Commissioners team is in the bidding process, they will turn a sealed envelope to a designated team owner on Wednesday. It will be opened and compared to other bids on Friday. You will be notified when you successfully sign a free agent. There is a minimum bid of $2.00 on all bids. You will be limited to $50.00 for the season. Please limit your bids to 4 per Thursday. Free agent signing period ends after Week 12.
Trading between teams may be done only twice with the same team. All trades are subject to the approval of the commissioners and are not final until the Commissioners are notified by both owners. Trading deadline: Week 11
Each team will draft a total of 19 players:

In case of a tie, the tie-breaker will be the combined score of all your non starting players.
The NDFL plays a 13 game regular season. There are to divisions 5 divisions per team. You will play each team in your division twice. You will play each team in the other division once.
The top team in each division along with 2 wild card teams in each division. The Wild Card teams are the two best teams, based on record, not including divisional leader.
First round playoff games will take place week 14.

The NDFL web page is a new service offered by the commissioners. This site will contain up to date standings and information pertaining to the league. You can check the page for news, lineups, NFL Schedule etc. Each owner will have his own team page within the site containing you roster, standing, etc. As soon as I get the lineups for the week, Ill post it to the page.
